Dr. Joel T. Andrade

Dr. Joel T. Andrade provides subject matter expertise to Falcon Technologies in correctional behavioral health, violence risk assessment, suicide prevention, restrictive housing alternatives, and evidence-informed clinical programming. A nationally recognized leader in correctional behavioral health, Dr. Andrade brings more than 27 years of experience helping correctional systems improve outcomes for individuals in custody while supporting safer, more effective facility operations.

His expertise helps inform the development and implementation of Falcon Technologies’ correctional technology tools, including risk-informed decision support, behavioral health workflows, suicide and violence prevention strategies, and clinical approaches for high-risk and high-needs populations. Dr. Andrade’s background in direct clinical care, forensic evaluation, expert consultation, and statewide correctional health leadership provides critical insight into how technology can support real-world correctional practice.

Dr. Andrade has served as a direct care clinician, expert witness, clinical director of a state correctional health program, and private consultant. His areas of expertise include violence risk assessment and management, suicide risk assessment and intervention, self-injury and behavioral treatment strategies, psychopathy, alternatives to restrictive housing, treatment of gender dysphoria, and the application of recovery-oriented models in correctional settings.

He is the author of peer-reviewed journal articles and book chapters, a frequent national presenter, and the editor of Handbook of Violence Risk Assessment: New Approaches for Mental Health Professionals. Dr. Andrade has also been qualified and testified as an expert witness in district and federal courts on matters including violence risk assessment, suicide risk assessment, hospitalization needs, and the treatment of gender dysphoria.

In 2021, Dr. Andrade received the inaugural Edward A. Harrison Award for Excellence in Correctional Health Care Leadership from the National Commission on Correctional Health Care. He serves on the Board of Trustees for Certified Correctional Professionals, is a member of the NCCHC Education Committee, and co-chairs NCCHC’s Committee on Anti-Racism in Correctional Healthcare. He has also served as a Mental Health Representative on the American Correctional Association’s Delegate Assembly and has been a member of the ACA Behavioral Health Committee since 2016.

Dr. Andrade earned his Doctor of Philosophy in Clinical Social Work, with a concentration in Forensics, from Boston College.
