Dr. Elizabeth Falcon

Dr. Elizabeth Falcon is the CEO and Founder of Falcon Technologies and a nationally recognized expert in correctional behavioral health, suicide prevention, and correctional program innovation. With more than 20 years of experience as a correctional and forensic psychologist, Dr. Falcon has led behavioral health strategy, program development, restructuring, monitoring, and implementation efforts across jails and prisons nationwide.

Dr. Falcon’s correctional experience spans more than 200 facilities across 27 states, including adult state prisons, juvenile correctional facilities, Federal Bureau of Prisons facilities, U.S. Marshals sites, and ICE detention settings. Her work has focused on helping correctional systems strengthen behavioral health services, improve care for high-risk and high-needs populations, and implement evidence-based models that are clinically sound, operationally realistic, and responsive to the demands of secure environments.

As the founder of Falcon Technologies, Dr. Falcon leads the company’s mission to bring clinically informed, corrections-specific technology to justice settings. Her expertise directly informs the development of Falcon Technologies’ tools, including risk-informed decision support, suicide prevention technology, behavioral health workflows, and emerging predictive frameworks designed to support safer facilities, stronger clinical decision-making, and better outcomes for individuals in custody.

Dr. Falcon has deep expertise in mental health program development for jails and prisons, suicide prevention, evidence-based programming for individuals with serious mental illness, specialized programming for segregated and restricted housing populations, restoration of competency, sexually violent predator populations, substance use treatment, inpatient and outpatient correctional programs, community reintegration, policy development, and technical assistance for consent decree and court-mandated facilities.

She has worked with large and complex correctional systems, including Bernalillo County Metropolitan Detention Facility in Albuquerque, Cook County Jail in Chicago, and Maricopa County Detention Facilities in Phoenix. She is widely recognized for her leadership in analyzing, evaluating, and restructuring suicide prevention and intervention systems for both large and small facilities.

Dr. Falcon has served as a keynote speaker for correctional health and justice audiences on topics including suicide prevention, managing high-risk populations, segregation, and restrictive housing. She has also trained hundreds of healthcare and security staff on correctional mental health, crisis intervention, and behavioral health best practices.

Dr. Falcon is a member of the International Corrections and Prisons Association and works closely with leading correctional organizations, including the National Sheriffs’ Association, Major County Sheriffs of America, and the American Jail Association. She is an active member of the National Sheriffs’ Association Psychological Services and Jails, Detentions and Corrections committees. Dr. Falcon also works closely with the Department of Justice and the National Institute of Corrections as a high-level technical resource provider.
